- Establish, equip and maintain Kedah Public Library.
- Maintain and promote reading, especially in the national language.
- Maintain and promote the use of reference books in the Public Library.
- Getting a quote books concerned with or issued in the country.
- Receive and provide evidence on the source center and library services in the country on behalf of the National Library.
- Become an agent to organize a loan and exchange of books at levels between states and between Public Library and the National Library.
- Provide reference materials, and a list of books from the public library lending service kepeda Government departments and State Legislative Assembly.
